Does anyone know how to alter denim shorts to eliminate bagginess in the crotch area?

So i ordered these high-wasted vintage denim shorts off-line but when i wear them they create this pouch of extra fabric all along the length of the zipper. Does anyone know how i could alter these to fix this problem?
