How should dance tights fit?

I'm going to take a ballet class for the first time this summer. I'm really interested in musical theater and heard that ballet would be a good place to start as far as learning dance basics. I bought some pink tights, which are required for my class, and wasn't allowed to try them on beforehand. They fit tight, but well, in every way except that the crotch on the tights is lower than my actual crotch - I'm a girl, 18 years old by the way. I know that some regular tights fit this way, but should dance tights fit like that too? Will this be fixed when I wear a leotard over top of the tights?
