Is it appropriate to apologize over text?

My friend and I recently got into an argument and it ended with her saying some very immature and hateful things. We didnt talk for about two weeks then out of the blue she sends me a text that said "sorry" and nothing else...personally I dont think an apology means as much when it is sent so impersonably. I text her back and said if she would like to talk we could meet up for lunch and suggested a time and her response was "i said i was sorry, i dont think we need to talk" WTF? Was I wrong to neither accept or deny an apology over text and suggest talking in person? Is it now an acceptable way to apologize??
