Are pantyhose supposed to be worn without underwear if they have a crotch panel and reinforced panty?

Depends on what you are wearing....if you have pants on then there really is no reason to wear underwear and just think of all the laundry you will avoid having to do! If wearing a shorter skirt/dress, then you probably would to avoid accidentally giving someone a peek "up there".
